Between 22 March and 31 August 2024 the UN Human Rights Monitoring Mission in Ukraine (HRMMU) documents nine waves of coordinated Russian attacks on Ukraine's electricity infrastructure that damaged or destroyed generation and transmission facilities, caused civilian deaths and injuries, disrupted water, heating, healthcare, education and the economy, increased displacement, and will require years and substantial resources to repair; the bulletin assesses the campaign as widespread and systematic with reasonable grounds to believe it violated international humanitarian law, summarizes site visits and technical assessments, highlights disproportionate impacts on vulnerable groups and winter risks, and issues recommendations for cessation, mitigation, restoration and accountability.
