ANSSI (23 Oct 2023) provides a synthesis of cyber threats against French collectivités territoriales (Jan 2022–Sep 2023): 187 incidents (17% of ANSSI cases) including 40 ransomware events (LOCKBIT observed 18 times), 51 email account compromises, 43 intrusions (excluding ransomware), defacements, DDoS and notable data exfiltrations (one case of ~1.3 TB published). The report highlights severe operational impacts on public services, cross-tenant effects from shared infrastructures, active cybercriminal campaigns and hacktivist activity, and flags a rising destabilization/sabotage risk in the geopolitical context.
